He works as a bartender at one of the bars on the orbital station, although one could find someone of his ilk at bars on the surface. Bill is a "retired" pirate, and there are warrants for his arrest in the Federation. His residence permit is about to expire and he’s going to have to move to another planet, perhaps Denebola. Bill listens, and Bill empathizes. Bill knows just how to get people talking, and Bill remembers what he hears.
