H'lass (charity) is a marginally profitable tradeworld owned by a 'private' Romulan corporation, and specializing as an intermediary in the sale of Romulan mining equipment. Other nearby tradeworlds offer more extensive facilities and a better selection of goods, so H'lass is, at best, a secondary stop.

But the Star Empire offers subsidies to the parent company to keep H'lass open as a tradeport between the Star Empire and the nearby Independent Klingon States (IKS).
