Established in 2263 as the Federation’s foremost anti-piracy station in the Rigel sector, this aging station has also become the leading Federation starbase in the region. R-3 first came to prominence in 2276 when it served as the staging area for the battle of Delta Doradus. This battle crippled the largest Orion pirate fleet and greatly reduced their influence on Federation commerce. Since that time R-3 has been gradually expanded and upgraded, and today serves as the Federation’s only starbase in the Rigel sector.

Unfortunately, this station has proved both difficult and expensive to upgrade. Today it is armed with fully modern phasers, however both its shields and computers are more than 30 years out of date. In addition the accommodations are barely adequate for the crew of 190. Newly commissioned Starfleet personnel are often quite excited to be posted to the famous Rigel sector. However, a few days at R-3 convinces most that this posting leaves a great deal to be desired. Visiting starship crews commonly complain that the accommodations are no better than those found on the larger Federation starships, and are a far cry from the comforts of the newer and larger starbases.

In addition to all of these problems, a posting at R-3 can also be quite dangerous. The station’s ships are regularly called upon to pursue pirates and escort convoys of Federation merchant vessels. Also, that station itself has come under attack eight times in the last decade. Several of these attack were in retaliation for the destruction of pirate ships or attempts to free captured pirate captains awaiting deportation to the Federation for trial. However, R-3 is also a popular target because it guards the valuable world of Semarang II.

Semarang II is a cold Class H world with a thin carbon dioxide atmosphere and no liquid water. However, it is also a prosperous Federation mining colony which currently has more than 1,000 miners mining pergium, xenite, platinum, and other equally valuable minerals. In return for the Federation’s assistance in saving the Rigel system from a Romulan fleet in 2159, the Orions leased Semarang II to the Federation for the next two hundred and fifty years. The primary duties of R-3 include protecting this mining colony and insuring safe passage for Federation merchant ships traveling to and from the Semarang system. In addition, because some of the more timid unarmed Federation merchant ships are more willing to visit this well-protected system than the rest of the worlds of the Rigel sector, the facilities at R-3 have been further strained as Orion, Rigelian, and Chelarian traders regularly arrive here to trade with visiting Federation vessels.
