- Torel serves a dual purpose on Valer IV. He is the colony's trade official, as well as a member of the V'Shar. He monitors trade near the Neutral Zone and analyzes it for evidence of technology smuggling or Romulan infiltration of Federation space. Torel oversees a small handful of V'Shar operatives who include a Communications Specialist, a Linguist/Analyst, and a Stellar Cartographer/Analyst. Torel passes useful information on to a Starfleet Intelligence contact in the sector and also back to Vulcan for further analysis. Torel serves as a competent trade official, and his position explains his interest in trade, allowing him to ask questions without causing suspicion. Torel is
aware of the need to keep an eye on the counterintelligence situation on Valer IV, and would probably be aware of the existence of Romulan spies, unless it is the player's mission to make that discovery. Aside from his operatives, the only other person who knows of his intelligence background is Sormok, the former Colonial Administrator. Torel and Sormok remain close both politically and socially.
